Obsidian likely meant to create an endgame, but the astounding multiplicity of possibilities meant that creating an endgame would likely have taken almost as long as creating the game itself.
Practical concerns aside, the game's ending does have a finality to it—a way to let the player know what effects his or her actions caused within the world. While I can empathize with the disappointment of the lack of a proper postgame, I can simultaneously appreciate the fact that Obsidian provided, for the most, what I consider to reasonable consequences for the player's decisions.

Personally I love having an absolute ending like this. In games like Skyrim or Fallout 4 you just kind of stop playing eventually, never having had that satisfying conclusion.
On top of that I think the slideshow ending is one of the best ways to finish your game, you get a nice little overview of all the consequences your actions have had on the world.
